It looks like they are tires painted green. Indeed, very unique and placed in a strange place on the city streets with a cord to potentially trip over. :) This must be a small town where the creativity is very high.

A new way to recycle tires, lol! Very original. Merry Christmas with all the love and warmth of the season.
This is a very new and unique way to make a Christmas tree.
Great use for those old carcasses that can't be recapped again. I think the most "original" tree I've seen in person was the 3-dimensional beer can pyramid my roommate and I glued together with super glue and hung ornaments on.
